The City of East Point, Georgia (hereafter referred to as “the City”), is seeking sealed bids from experienced and qualified Providers for the inspection, cleaning, and disinfecting of four (4) City of East Point aerial potable water storage tanks in accordance with the American Water Works Association (AWWA) and the Environmental Protection Agency (EPA) requirements and standards.

Specifically, the services sought by the City shall include exterior and interior aerial potable water storage tank inspection, interior tank clean out and the removal of debris and other potential contaminates, and disinfecting of the interior of the tank with testing for lead, bacterial contamination, and chemical contamination.

  1. Interior tank inspections shall include checks for all possible deficiencies, including functionality of lights, and must meet all AWWA and EPA inspection requirements.
  2. Exterior tank inspections shall include checks for all possible deficiencies, including functionality of all exterior lights, and must meet all AWWA and EPA inspection requirements.
  3. Inspections of the tanks shall include the performance of checks necessary to ascertain structural, sanitary, safety, security, and coating conditions.
  4. Items to be checked shall include ladders, shells, roofs, vents, manways, welds, seams, foundations, anchors, safety systems, hatches and external overflows.

The work performed and the results of the testing by the Provider shall be documented in a written format and provided to the City as stipulated below:

  1. Any items or circumstances which may be considered an emergency or any items or circumstances which may prove time-sensitive and are in need of immediate attention shall be brought to the City’s immediate attention through written notification.
  2. For each tank inspected, the City shall receive a detailed written report of the inspection findings accompanied by photographs and a DVD of each inspection along with a list of corrective recommendations from the Selected Provider.
  3. Any items or circumstances which may be considered an emergency or any items or circumstances which may prove time-sensitive and are in need of immediate attention shall be brought to the City’s immediate attention through written notification.
  4. The written inspection guidelines for storage tanks provided by the AWWA and EPA shall be followed by the Selected Provider at all times and modifications or deviations from those inspection guidelines shall not be permitted by the City.

Any and all goods and / or services / Work rendered by the Selected Provider(s) pursuant to this solicitation or any resultant contract(s) and / or agreement(s) shall be provided in accordance with any and all applicable federal, state, and local guidelines, laws, and regulations.  If requested to do so by the City, the Selected Provider(s) must provide references and assurances to the City that confirms their abilities and capabilities to meet the requirements, terms and conditions of any resultant contract award(s).

Tank Locations and Background Information:

Battery Way Storage Tank
The oldest aerial potable water storage tank the City owns is located at 1570 East Taylor Avenue in East Point, Georgia.  The tank was constructed in 1939 and hold one-half million (500,000) gallons of potable water.  The tank was last inspected, coated on the inside, and painted on the outside in 2010.  This tank is known as the Battery Way Storage Tank.

Pearl Street Storage Tank
The aerial potable water storage tank located at 2700-2731 Pearl Street in East Point, Georgia, was constructed in 1950.  This tank has a one million (1,000,000) gallon storage capacity.  This tank is the most recent tank to be inspected, coated on the inside, and painted on the outside, the services having taken place in 2014.

Sykes Park Storage Tank
The Sykes Park aerial potable water storage tank is located at Earl Godfrey Circle in East Point, Georgia.  This tank was constructed in 1978 and has a one million (1,000,000) gallon storage capacity.  In 2014, this tank was inspected, coated on the inside, and painted on the outside.

Commerce Drive Storage Tank
Located at 4419 Commerce Drive in East Point, Georgia, the Commerce Drive aerial potable water storage tank has a capacity of one million (1,000,000) gallons of potable water.  In 2008, this tank was inspected, coated on the inside, and painted on the outside.

Minimum Acceptable Provider Requirements:

To participate in this solicitation, Prospective Providers should have a minimum of five (5) years’ worth of verifiable experience in providing the same or similar services to other government agencies or private entities, must be licensed to do business in Georgia, and must be bonded.

The Inspector assigned to perform the inspections must have a Confined Space Entry Certification and a NACE (National Association of Corrosion Engineers) Coating Inspector Certification.

Any and all equipment to be used in-tank must be fully disinfected in accordance with AWWA Standard C652-02.

All tank entries will be conducted in accordance with applicable OSHA regulations pertaining to Confined Spaces; including 1910-401 thru 1910.441.

Specialty equipment necessary to perform the tasks may include, but may not limited to, appropriate OSHA climbing and personal fall protection equipment.  The Selected Provider must provide their own safety equipment, and any and all of the equipment, tools, materials, and / or supplies necessary to perform the required tasks.

The Selected Provider must be able to dedicate manpower and time to provide the required services under this Contract to the City.  Meeting the City’s needs in a timely manner must be a top priority of the Selected Provider.  Once the Selected Provider is notified that the formal execution of the Contract has been completed, and is in receipt of a Notice to Proceed letter, it is anticipated that the work / services will immediately commence without any further delays.

Because of the importance of reliable and expedient support and customer service for the professional services provided by the Selected Provider, it is preferred, but not mandatory, that the Selected Provider(s) be located within the State of Georgia, preferably in a proximity that is convenient and close to the City of East Point.

To participate in this solicitation, a Provider must be able to demonstrate a broad range of knowledge and expertise in providing services / work of this kind.

Mandatory Pre-Bid Conference / Site Visits:

A Mandatory Pre-Bid Conference and Site Visits will be conducted at 10:00 A.M. on Thursday, May 17, 2018, in Suite 400 at 1526 East Forrest Avenue, East Point Georgia 30344.

Participants are expected to arrive on time as those who are late shall be barred from attending.  Providers who do not attend or are barred from the Pre-Bid Conference / Site Visits shall be prohibited from participating in this solicitation.

The City is unable to assume the responsibility of providing printed or verbal directions to this or any other meeting venue, therefore, Prospective Providers are encouraged to consult a map or an online source for directions to the meeting venue well in advance of the meeting time and date.  Allowances should be made by Prospective Providers for delays created by weather conditions, traffic, parking issues, building access, unexpected elevator outages, etc.

No reason for arriving late shall be acceptable by the City and no reason for arriving late shall gain a Provider admittance to the Conference after the meeting has commenced.

Bid Bond, Payment Bond, and Performance Bond Required:

All Prospective Providers must submit a Bid Bond from a Surety Agency authorized to do business in the State of Georgia.  The Bid Bond must be in an amount equal to ten percent (10%) of the Prospective Provider’s total Bid Price.  It is preferable that the specific dollar and cents amount equal to ten percent (10%) of the Provider’s total Bid Price be written out within the body of the Bond, and that the Bond not simply state “ten percent of the bid amount”.  The City does not accept cash bonds nor bonds consisting of checks of any type.

Bids submitted without the inclusion of the required Bid Bond or with a Bid Bond of an amount less than ten percent (10%) of the Provider’s total Bid Price shall not be given award consideration by the City.  A Bid Bond Form has been included on the City’s web site for your convenience, but a Provider may use any legal, valid Bond Form they desire.

The Selected Provider must be able to provide the City with a Payment Bond and a separate Performance Bond from a Surety Agency authorized to do business in the State of Georgia.  Each of these bonds must be equal to one hundred percent (100%) of the City’s total Contract award amount.  A Payment Bond Form and a Performance Bond Form has been included on the City’s web site for your convenience, but a Provider may use any legal, valid Bond Forms they desire.

Anticipated Solicitation Timeline:
  • Issuance Date to Public: By Close of Business on Wednesday, May 2, 2018
  • Pre-Bid Conference / Site Visit: Promptly at 10 AM on Thursday, May 17, 2018
  • Deadline for Submission of Inquiries: No Later Than 12 PM on Friday, May 18, 2018
  • ITB Due Date: No Later Than 3 PM on Friday, June 1, 2018
