The City of East Point

Councilmember (CM) Deana Holiday Ingraham believes that every journey begins with a single step. CM Holiday Ingraham’s journey toward a better East Point began with a vision of forward progress. Her initiatives and her desire to take S.T.E.P.S. (Structure, Transparency, Economic Development, Partnerships and Services) Forward for East Point, demonstrate her commitment to facilitating sensible solutions, and taking strategic steps that yield positive outcomes for the City of East Point.

CM Holiday Ingraham’s father was an entrepreneur who owned his own construction company.  Her mother served over 35 years as a teacher and guidance counselor in the Florida public school system. Because of their influence, she was reared to think outside of the box and to live a life of productivity and service.  As a result, CM Holiday Ingraham has successfully lead change, improving the quality of life of others through the introduction of innovative ideas, pushing/sponsoring legislation for the betterment of the community and in being a strong proponent for the rights of citizens.

By profession, CM Holiday Ingraham is an attorney who has represented senior citizens and advocated for the most vulnerable – children who have been abused, abandoned and/or neglected. She has also served as an instructor in post-secondary education, owned and managed her own law firm, and serves as an administrator in K-12 education as the Director of Student Discipline.  In this role, she strives to interrupt the “school to prison pipeline.”  CM Holiday Ingraham leads by example, and inspires others to be the change they seek.  As President of local and statewide professional organizations, she has collaborated with public and private stakeholders to enhance citizen service provisions, while increasing strategic partnerships that create and sustain progressive change.

CM Holiday Ingraham is an active East Point resident. She is a 2012 graduate of the East Point Citizens Leadership Academy, and began her service to the community by serving as an East Point Building Authority board member; a member of the East Point Airport Noise Task Force; and in serving as a board member of the East Point Main Street Association.  Upon becoming a member of Council, her colleagues elected her to serve as the 2014 Provisional Mayor Pro Tem and she has served on the Budget Committee and Human Resources Committee since taking office.  CM Holiday Ingraham completed courses to earn a Local Finance Officer Level I Certification through the Carl Vinson Institute of Government and she completed a course of study in the Georgia Academy for Economic Development.  She is a member of the National League of Cities (NLC), NLC - National Black Caucus of Local Elected Officials and a member of NLC’s Women in Municipal Government.  She serves on the NLC’s Community and Economic Development policy committee and the NLC’s Council on Youth, Education, and Families.  In addition, CM Holiday Ingraham also serves on the Georgia Municipal Association Community Development policy committees and has the distinguished honor of serving as the President of the Georgia Municipal Black Caucus.

As an East Point Councilmember, Holiday Ingraham works with the Mayor and fellow Councilmembers to conduct the City's business in a professional and respectful manner, with the primary goal of moving East Point forward.  Her demonstrated ability to lead, serve, bridge gaps and capitalize on opportunities for growth is what CM Holiday Ingraham consistently offers the residents of East Point.

CM Holiday Ingraham is the proud product of a quality public school education.  She graduated from Bradford High School in Starke, Florida in 1992.  Her pursuit of higher education led her to Florida A&M University (FAMU), where she graduated magna cum laude with a Bachelor of Science degree in Accounting and Business Administration and a double minor in Criminal Justice and Psychology.  CM Holiday Ingraham went on to attend Howard University School of Law (HUSL) where she received a Juris Doctorate degree.  She later received a Master of Science degree in Criminal Justice with a Specialty in Child Protection and Juvenile Justice from Nova Southeastern University.
