Attached at the bottom of the page is a downloadable listing the of the City’s Pre-Qualified Contractors List for calendar year 2017 and calendar year 2018.
The City’s current application period for inclusion on the 2017-2018 Pre-Qualified Contractors List has closed and the City is not receiving any new applications at this time. Applications for the 2019-2020 Pre-Qualified Contractors List will be solicited by the City in late 2018.
The initial term of the City’s 2017-2018 Pre-Qualified Contractors List will be for the remainder of calendar year 2017 and all of calendar year 2018. The 2017-2018 Pre-Qualified Contractors List shall expire at 12:00 AM, midnight, on December 31, 2018 and will NOT automatically renew or extend. Participants on the 2017-2018 Pre-Qualified Contractors List will be required to reapply after that time and date, and will be prohibited from accepting an award for Work from any Requesting Department until after reapplication and requalification. Contractors who are on the 2017-2018 Pre-Qualified Contractors List will NOT automatically be added to any 2019-2020 Pre-Qualified Contractors List without reapplication and requalification.
Inclusion on the 2017-2018 Pre-Qualified Contractor List does NOT ensure that any Contractor will be provided with an opportunity to submit a Quotation, nor that any Contractor will be awarded Work to be performed by the City. There are NO ASSURANCES OF WORK OR CONTRACT AWARD ASSOCIATED WITH BEING ON THE PRE-QUALIFIED CONTRACTORS LIST. Selection of Contractors to provide Quotations to the City will be determined by the type / kind of Work to be performed, the timeframe in which the Work must be performed and will be based solely upon the Requesting Department(s) determination of which Contractors are most likely to able to meet all of the criteria present.
Work submitted to Contractors on the 2017-2018 Pre-Qualified Contractors List for Quotations CANNOT and will not be provided by the City to Contractors who are NOT on the List for Quotations. Being on the 2017-2018 Pre-Qualified Contractors List ensures you of the POSSIBILITY to participate in the award of such Work.
The Work requested may take place anywhere within the City limits of the City of East Point, Georgia. The Scopes of Work will vary from Project-to-Project and will be dependent upon who is the Requesting Department, the extent of the Work necessary, and the timeframe / urgency in which the Work must be accomplished. Without exception, all Work will be awarded based upon the Apparent Lowest Bidder / Lowest Priced Quotation received by the City.
The Contractors on the 2017-2018 Pre-Qualified Contractors List will have the sole responsibility for any and all Work they provide, the sole responsibility for any and all support they provide, and will be solely responsible for the performance of and the quality of and the quantity of the Work provided by any third-parties (Subcontractors) utilized by them to deliver any of the Work requested and awarded to them by the City. Under no circumstances may a Contractor selected from the 2017-2018 Pre-Qualified Contractors List assign more than forty-nine percent (49%) of the Work associated with any Project to Subcontractor(s). The Selected Contractor MUST perform a minimum of fifty-one percent (51%) of the Work on all Projects awarded to them.
Any and all Subcontractors assigned work by a Contractor on the City’s 2017-2018 Pre-Qualified Contractors List MUST be E-Verified and the Contractor will have the responsibility of providing the Subcontractor(s) E-Verification Affidavit(s) to the City prior to the commencement of any Work on any awarded Project.
The majority of the Projects submitted to Contractors for quotations will require the Selected Contractor to provide the City with both a Payment Bond and a Performance Bond prior to the commencement of any Work on the Project. In all cases, the Payment Bond and the Performance Bond MUST be in an amount equal to one hundred percent (100%) of the awarded amount of the Work. Unless the Work is determined to be a bone fide Emergency Procurement, and time is of the essence, the Payment Bond and the Performance Bond MUST be submitted to the City prior to the commencement of any Work on any awarded Project.
Some Projects will require the Selected Contractor to obtain a Compliance Bond. Compliance Bonds may be obtained from the City’s Planning and Community Development Department.
Contractors selected to perform work for the City must – at all times – carry the amounts of insurance stipulated and required by the City. Certificates of Insurance MUST be provided to the City prior to the commencement of any Work on any awarded Project.
Work equal to or in excess of a Contract award of twenty-five thousand dollars ($25,000.00) will require an official Contract award by the City Council. Unless the Work is determined to be a bone fide Emergency Procurement, and time is of the essence, the official award by the City Council MUST be obtained prior to the commencement of any Work on any awarded Project.
The City’s standard Contract for Construction and Incorporated General Conditions 2017 will function as the Contract for all Work awarded from Contractors on the 2017-2018 Pre-Qualified Contractors List. Unless the Work is determined to be a bone fide Emergency Procurement, and time is of the essence, the Contract for Construction and Incorporated General Conditions 2017 MUST be executed prior to the commencement of any Work on any awarded Project.
